Smart Bidding recalibrates after every material change. Change the bidding strategy and the budget together and you've moved two variables at once - if performance shifts, you can't tell which change caused it, and Google's algorithm is trying to learn against a moving target. One lever, then wait, then the other.
When a bidding change is recommended, the budget recommendation is forced to Hold for that campaign - even if a budget case exists.
After a change is applied, the other lever is also blocked for the same campaign during the cooldown window.
The decision card always tells you which lever is live and which is waiting.
