Budget adjust - budget returns to the previous amount.
Target adjust - the tCPA/tROAS returns to its previous value.
Bidding strategy switch - the previous strategy is restored.
Campaign pause - the campaign is re-enabled.
When to revert vs when to wait:
Give changes their learning period before judging - the days immediately after a Smart Bidding change are expected to be noisy, and reverting mid-learning throws away the stabilisation you've already paid for. Revert when something is clearly wrong (an unintended change, a client instruction), not when day two looks wobbly.
