A portfolio strategy is shared across several campaigns in Google Ads, and Google enforces its rules:
Target adjustments on a portfolio campaign can't be made at campaign level - the target lives on the portfolio. The recommendation tells you to make that change in Google Ads directly, on the portfolio strategy itself.
Strategy switches on a portfolio campaign do work - but they detach the campaign from the portfolio. The system surfaces a clear warning so a shared strategy is never silently broken.
PMax campaigns are never recommended Manual CPC - it doesn't apply to the channel. They follow the value path (Maximize Conversion Value → tROAS), budget guidance emphasises reach control, and every change is followed by a deliberate 1-2 week wait.
