Stages are earned in conversions, not time. A campaign converting twice a month is still under 15 conversions in the analysis window regardless of age - and pushing a campaign like that onto Smart Bidding early is exactly the mistake the stage exists to prevent. The fixes are upstream: budget, targeting, or conversion volume.
Check two things: the analysis window - Budget Intelligence judges the recent period (default 30 days), so conversions from six months ago don't count - and whether those conversions landed inside that window.
Purely the conversion count: under 15 is Still learning; 15-29 is Almost ready. At 30 the Smart Bidding threshold is met and tCPA/tROAS becomes a live recommendation.
Only tracked campaigns are analysed. If a campaign is missing entirely, check that it's tracked in Clicc.
