The account-wide Target CPA is level 3 in the baseline hierarchy - the judge for every campaign that doesn't carry its own tCPA/tROAS. Keeping it honest matters: an aspirational target flags healthy campaigns for Review; a lazy one lets waste hide.
The account's monthly budget feeds budget pacing on the dashboard and frames reallocation decisions - the engine reasons about moving budget within the account's envelope, not inflating it.
How to set them:
Open the Rules panel for the account.
Set Target CPA and Monthly Budget.
Close the panel - a fresh analysis runs automatically against the new numbers.
