ROAS staying supervised & moves not showing

Two things people often flag as bugs that are actually working as intended.

"My ROAS recommendations won't auto-apply"

That's deliberate. The ROAS runs supervised rule is always on, because value data is often reported late or unevenly, so value-based changes always go to your review queue for confirmation rather than applying on their own. You can approve them in seconds; they just won't fire unattended.

"A move I expected isn't appearing"

A move only shows when all of these hold: the suggested ad group fits at least 10% better, the AI independently agrees, and there's a strong enough basis to compare against. If any one isn't met, no move is suggested, which keeps structure changes conservative.

Good to know. If you want a term in a different group and Search Terms isn't suggesting it, you can still move it yourself - the rule only proposes the high-confidence moves.
