Targeting defines who can see the ads.
Geo-targeting - include or exclude countries, cities, or a radius around a point.
Location intent - the setting that quietly costs local businesses the most: Presence targets people physically in your locations; Interest also targets people merely searching about them. Local service businesses almost always want Presence - Interest is how a plumber in one town ends up paying for clicks from three states away.
Languages - default English.
Device modifiers - adjust bids by device, e.g. -20% on mobile if your site converts worse there.
Ad rotation - Optimize (Google favours the best-performing ads - recommended) or Rotate evenly.
Start date - defaults to tomorrow; an end date is optional.
How to set it for a local business:
Add the towns/regions served (or a radius around the premises).
Set location intent to Presence.
Leave devices neutral until you have data, then modify.
