Per-campaign controls that inherit from the client and can override it:
Cadence — how often the analysis runs, from 5 to 30 days, with a recommended value and next run date.
Targets — inherit, or set a campaign-specific value. Used only to judge recommendations; they never change your Google Ads bidding.
