Guardrails make automation conservative and reversible:
Protect converters — a converting term is only ever blocked if it's badly past target (2.0× CPA, or below 0.50× ROAS).
Brand & service-area protection — never auto-block a brand or local search.
Exact-by-default negatives — so a negative can't over-block.
Flag-rate guard — if the always-block list matches too large a share of a run (~10%), those terms are held for review instead of auto-applied.
Smart rescue — keep a proven converter even if relevance alone would skip it.
Value-based (ROAS) campaigns are kept supervised because value data can arrive late or unevenly.
